Beier European Careers is an independent, single-person HR consultancy founded and operated by Soeren Beier. It is not affiliated with, sponsored by, endorsed by, or acting on behalf of the European Central Bank (ECB) or any other EU institution or body.


While Soeren Beier previously served at the ECB (Head of Division, Recruitment and Compensation, 2009–2018; Senior Advisor, Human Resource Department, 2018–2026), this consultancy is a private, independent venture established after his retirement on 31st of May 2026. Beier European Careers does not represent, speak for, or express the views, policies, or official positions of the ECB, and no advice, coaching, or guidance provided through this consultancy should be understood as coming from or endorsed by the ECB.

1. Purpose and scope

Beier European Careers is committed to conducting all activities with the highest standards of integrity, professionalism and independence, with particular regard to the post-employment, professional secrecy and conflict of interest obligations that may apply to former staff of the European Central Bank (ECB).

This Ethics and Independence Statement explains how these obligations are identified, managed and respected in our advisory and consulting work, especially in assignments involving clients operating in, regulated by, or otherwise interacting with the ECB, the Eurosystem and the Single Supervisory Mechanism (SSM).

2. Integrity and professionalism

We act honestly, fairly and transparently in all engagements and provide advice that is accurate, evidence-based and proportionate to the client's needs.

We do not knowingly withhold information material to a client’s decision-making, subject always to overriding legal and ethical duties to protect confidential and non-public information obtained during prior ECB service.

We treat clients, candidates, partners and stakeholders with respect and courtesy and do not tolerate harassment, discrimination or abusive conduct.

3. Independence and conflicts of interest

Our professional judgment must remain free from undue influence, bias or personal interest.

We do not accept assignments where our independence could reasonably be questioned, including where prior ECB functions, personal financial interests, family relationships or other connections could create an actual, potential or perceived conflict of interest.

Where a possible conflict is identified, we disclose it promptly and either apply appropriate safeguards, such as recusal, restricted scope or internal separation of responsibilities, or decline the engagement altogether.

We do not accept fee arrangements that could impair impartiality, including contingent or success-based remuneration in matters linked to recruitment, promotion, disciplinary processes, supervisory issues or other sensitive institutional matters.

4. ECB post-employment obligations

Former ECB staff associated with Beier European Careers continue to respect the ECB ethics framework and any post-employment obligations applicable to them under the Conditions of Employment and Staff Rules.

This includes, where relevant, obligations relating to prospective occupational activities, prior notification, restrictions on certain professional activities and applicable cooling-off periods.

Accordingly, former ECB staff working with us are expected to assess carefully whether a contemplated activity requires notification to, or prior discussion with, the competent ECB ethics or compliance function before it is accepted.

5. Cooling-off compliance

Beier European Careers will not accept or structure any assignment in a way that would cause a former ECB staff member working with us to breach an applicable ECB cooling-off restriction.

This includes, where relevant, restrictions concerning activities with credit institutions, financial corporations, supervised entities, payment systems-related entities or suppliers in respect of which the individual had direct involvement, oversight, assessment, selection, contractual responsibility or supervisory responsibilities while at the ECB.

Where such a restriction applies, we either decline the engagement or ensure that it is handled only by personnel not subject to that restriction.

Where appropriate, we encourage the individual concerned to seek formal guidance or a decision from the ECB before undertaking the activity.

6. Professional secrecy and non-use of confidential information

We strictly respect professional secrecy obligations arising under applicable EU law and the ECB ethics framework.

Former ECB staff involved in our work do not use, disclose or rely on confidential, restricted or non-public information acquired during their ECB service.

Our advisory services are based on public sources, professional experience, sound judgment and lawful analysis, not on privileged institutional information or inside knowledge of monetary policy, supervision, procurement, investigations or internal decision-making.

7. Institutional and political independence

Beier European Careers is politically neutral and independent in its professional advice.

We do not present ourselves as acting for, representing or speaking on behalf of the ECB, the Eurosystem, the SSM or any other EU institution unless formally mandated to do so.

We do not claim privileged access, influence or special channels to decision-makers.

8. Confidentiality and data protection

We treat all information entrusted to us as confidential and use it only for the purposes for which it was provided, unless disclosure is required by law or regulation.

We comply with applicable data protection law, including Regulation (EU) 2016/679, the General Data Protection Regulation (GDPR).

This includes limiting the collection of personal data to what is necessary, implementing appropriate technical and organisational safeguards, and respecting the rights of data subjects, including access, rectification, erasure, restriction and objection where applicable.

9. Fairness and equal treatment

We promote equal treatment and do not tolerate discrimination based on gender, age, disability, racial or ethnic origin, nationality, religion or belief, sexual orientation or any other legally protected characteristic.

Our assessments and recommendations are based on merit, objective criteria and the legitimate requirements of the relevant role, mandate or assignment.

When advising on careers or institutional environments, we support transparent processes, inclusive leadership and respect for equal-treatment principles.

10. External activities and financial independence

We seek to ensure that any external activities undertaken by persons associated with Beier European Careers, including unpaid mandates, board roles or speaking engagements, do not compromise independence or create conflicts of interest.

We also expect those involved in our work to manage their financial affairs prudently and not to engage in conduct that could create a conflict with ECB-related obligations or give rise to concerns regarding misuse of non-public information.

11. Reporting concerns

Clients, partners and collaborators are encouraged to raise without delay any concern relating to our ethical conduct, independence, confidentiality or potential conflicts of interest.

Any such concern will be reviewed seriously, objectively and promptly, and may lead to adjustments to the mandate, reassignment of personnel or termination of the engagement where necessary.

12. Review and precedence

This Statement is reviewed periodically and updated as necessary to remain consistent with the ECB ethics framework, applicable staff obligations and relevant legal developments.

If there is any inconsistency between this Statement and a binding legal or ethical obligation applicable to an individual associated with Beier European Careers, that binding obligation prevails.

This Statement is a general policy statement of Beier European Careers. It does not replace any individual obligation arising under applicable law, contract, ECB rules or decisions of competent ethics bodies.
